Fforwm Name Change
Fforwm has now changed its name to Colleges Wales/Colegau Cymru.
New Photocopier Framework Available.
Value Wales has recently created a contract for Photocopiers.
The agreement covers a range of digital photocopiers, multi-functional devices, print management solutions and bespoke services. Organisations should review the supplier catalogues provided for further details.

FE colleges encouraged to pay suppliers within 10 days.
DCELLS have made the following statement regarding early payment of suppliers:
'The Welsh Assembly Government has revised it's payment targets to small and medium entities to within 10 days, in order to ease where possible any impact on cash flow and working capital for companies from the recent change in the economic climate and decrease in available credit. The Welsh Assembly Government is encouraging bodies that are in receipt of public funding such as Further Education Institutions to aim to decrease their payment terms to similar sized companies, whilst taking due regard to their own working capital requirements and resources.'

Change in Standard VAT Rate - Pre Budget Report 2008
In his pre-budget statement, the Chancellor has announced a temporary reduction in the standard rate of VAT from 17.5% to 15%.
This will have effect from 1 December 2008 to 31 December 2009.
VAT at the new rate will be chargeable on the relevant supplies made during this period.
For a partially exempt business, a reduction in the rate of VAT will mean a reduction in costs.
Lowering Of Timescales For EU Tenders
The European Commission today issued a press release on the use of the accelerated restricted procedure in public procurement. The Commission has recognised that the exceptional nature of the current economic situation can justify the use of the accelerated procedure to reduce time limits from 87 days to 30 days. This will apply throughout 2009 and 2010 for all major public projects. The attached link provides more information.

The new Value Wales contract commenced on 01/06/08.
The WFEPC attended the Value Wales supplier review meeting on the 16/10/08. An update has been circulated via email.
